RELATING TO PUBLIC AGENCY MEETINGS.

Provides that supplemental information received within 48 hours of a meeting of a board subject to state opening meetings law may be added to the board packet; provided that the public is promptly provided access to the supplemental information.

RELATING TO PUBLIC AGENCY MEETINGS.

Authorizes any board that is subject to state open meetings law to hold a closed meeting for the purpose of providing training to new and current board members.

RELATING TO PUBLIC AGENCY MEETINGS.

Requires the Director of the Office of Information Practices to adopt rules to establish a process for the selection and appointment of trusted public representatives.  Allows the Director of the Office of Information Practices to assign trusted public representatives to observe board meetings closed to the public.  Requires the Director of the Office of Information Practices to include in the Director's annual report the activities of trusted public representatives.  Requires trusted public representatives to submit a confidential report to the Director of the Office of Information Practices that a board meeting was conducted in conformance with chapter 92, Hawaii Revised Statutes.  Defines "trusted public representative".  Allows boards to hold certain meetings closed to the public if a trusted public representative is assigned to the meeting by the Director of the Office of Information Practices and is present at the meeting.

RELATING TO PROCUREMENT.

Amends section 103D-301, HRS, methods of source selection, to add the alternative procurement method.  Amends chapter 103D, HRS, to add to part III a new section allowing an alternative procurement method when the federal government provides for or approves the alternative procurement method, and the head of the purchasing agency makes a written determination that it is neither practicable nor advantageous to use the existing statutory procurement methods.

RELATING TO THE STATE BUILDING CODE COUNCIL.

Amends the membership, authority, and duties of the State Building Code Council.  Gives the counties the sole discretion to amend, adopt, and update the Hawaii state building codes as they apply within each county's respective jurisdiction.

RELATING TO INFRASTRUCTURE MAINTENANCE IN HOUSING SUBDIVISIONS.

Requires lot owners to pay for the repair and maintenance of subdivision roads where the applicable deed does not specify that requirement. Authorizes counties to assess and collect fees for repair and maintenance of subdivision roads if no court-appointed or deed-designated entity is appointed. Requires counties to provide training to associations on their responsibilities; services for certain subdivision assessments; and arbitration and mediation services to resolve disputes between a lot owner and the entity responsible for assessment. Restricts provisions to counties with a population greater than two hundred thousand, but not more than five hundred thousand. Extends the reporting date for the working group established pursuant to Act 200, SLH 2022, to examine and address housing subdivision infrastructure repair and maintenance for planned housing subdivisions that do not have compulsory homeowner associations in certain counties prior to the Regular Session of 2025. Extends the sunset date of the working group to 6/30/2025. Declares that the general fund expenditure is exceeded. Makes an appropriation. (Proposed SD1)

RELATING TO THE COUNTIES.

Authorizes certain counties to use county surcharge on state tax revenues and fuel tax revenues for the repair and maintenance of private roadways that are open to and used by the public.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF EMERGENCY SERVICES OF THE CITY AND COUNTY OF HONOLULU.

Appropriates moneys as a grant-in-aid to the Emergency Services Department of the City and County of Honolulu.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO LIQUOR LICENSES.

Provides that the Liquor Commission or other licensing agency of each county shall deny the renewal of certain current liquor licenses upon receipt of sufficient protests.

RELATING TO PEER SUPPORT SPECIALISTS.

Establishes a working group to create a statewide framework for peer support specialists.  Appropriates funds for hiring an administrative facilitator to provide necessary support for the peer support specialist working group in carrying out its duties and compensation for peer support specialists on the working group for time spent on working group meetings and related work and travel expenses.

RELATING TO BUILDING PERMITS.

Establishes a Uniform Building Permit Working Group to study the feasibility of creating a single statewide building permit application package and uniform review and approval process for building permits that can be used by all counties.  Appropriates funds.

RELATING TO THE COUNTY TRANSIENT ACCOMMODATIONS TAX.

Authorizes the Department of Taxation to assist a requesting county in levying, assessing, collecting, and otherwise administering the county transient accommodations tax, including delinquencies and penalties, for a 2-year period beginning 1/1/2025.

RELATING TO THE STATE BUILDING CODE.

Requires that the adoption, amendment, or update of a building code or standard by the State Building Code Council be within two years of every other official publication date of a code or standard.  Clarifies that the Hawaii state building code acts as the interim county building code until superseded by the county.
