RELATING TO BOTTLE FILLING STATIONS. Requires that all newly constructed state buildings where a water fountain is required are to include a water bottle filling station.

RELATING TO STATE CAPITOL TOURS. Requires the governor to implement a State Capitol Tour Program for volunteer docents to conduct tours of the capitol building and grounds. Makes an appropriation.

RELATING TO PROCUREMENT PREFERENCES AND RECIPROCITY. Establishes a new accounting services procurement preference for certain Hawaii accounting service businesses. Clarifies that the existing reciprocity procurement preference includes offerors under section 103D-303, HRS.

RELATING TO BOARD MEETINGS. Requires boards to use interactive conference technology to remotely conduct public meetings in conjunction with in-person meetings that allow for public participation. Requires boards to archive minutes of meetings on their websites.

RELATING TO PUBLIC AGENCY MEETINGS. Required that heads of agencies that require board appointments be made through a publicly established process and timeline. Requires that a vote by a public agency board to hire an officer or employee be conducted in an open meeting.

RELATING TO BOARDS AND COMMISSIONS. Establishes the priority of who may assume the authority and duties of a chairperson of a board or commission in the chairperson's and all co-chairperson's absence at a hearing or meeting of a board or commission. Prohibits staff members from assuming the authority and duties of the chairperson of a board or commission.
