RELATING TO BOTTLE FILLING STATIONS.

Requires that all newly constructed state buildings where a water fountain is required are to include a water bottle filling station.

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings.  Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff.

RELATING TO STATE CAPITOL TOURS.

Requires the governor to implement a State Capitol Tour Program for volunteer docents to conduct tours of the capitol building and grounds.  Makes an appropriation.

Increases the minimum amount for purchases constituting small purchase procurements from $25,000 to $50,000.

RELATING TO PROCUREMENT PREFERENCES AND RECIPROCITY.

Establishes a new accounting services procurement preference for certain Hawaii accounting service businesses.  Clarifies that the existing reciprocity procurement preference includes offerors under section 103D-303, HRS.

      Status & Testimony

RELATING TO PROCUREMENT.

Requires a protest to be submitted within seven calendar days after the posting of award of the contract.  Establishes that a party is not aggrieved until official action, adverse to that party, has been taken.  Amends the minimum per cent value of a contract required for parties to a protest of an award to initiate proceedings from ten per cent to five per cent.

RELATING TO PROCUREMENT.

Requires cash or protest bonds to be returned to the initiating parties, minus administrative costs as determined by the Office of Administrative Hearings of the Department of Commerce and Consumer Affairs, except in cases where the appeal was frivolous or made in bad faith.

RELATING TO THE CONVERSION OF POSITIONS IN THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the Department of Accounting and General Services to convert vacant Engineer (Buildings) V positions to Project Manager II positions and requires that the salaries of the converted positions be comparable to Project Manager II class, SR-26.

RELATING TO TELECOMMUNICATION.

Requires the Comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature.

RELATING TO BOARD MEETINGS.

Requires boards to use interactive conference technology to remotely conduct public meetings in conjunction with in-person meetings that allow for public participation.  Requires boards to archive minutes of meetings on their websites.

RELATING TO PUBLIC AGENCY MEETINGS.

Clarifies that the third meeting of public agency meetings must occur not less than six calendar days after the second.

Required that heads of agencies that require board appointments be made through a publicly established process and timeline.  Requires that a vote by a public agency board to hire an officer or employee be conducted in an open meeting.

RELATING TO BOARDS AND COMMISSIONS.

Establishes the priority of who may assume the authority and duties of a chairperson of a board or commission in the chairperson's and all co-chairperson's absence at a hearing or meeting of a board or commission.  Prohibits staff members from assuming the authority and duties of the chairperson of a board or commission.

RELATING TO BOARDS AND COMMISSIONS.

Clarifies that the procedures for selecting members of boards and commissions also apply to ex officio members.
