RELATING TO STATE PROGRAMS. Repeals Part II of Act 66, SLH 2023, which requires the Department of Business, Economic Development, and Tourism to work with the University of Hawaii on workforce development activities that support the development of the Hawaii Pacific Hydrogen Hub and related aspects of the State's hydrogen energy industry. Repeals the appropriation to develop the Hawaii Pacific Hydrogen Hub. (SD2)

RELATING TO WASTEWATER SYSTEMS. Establishes a 3-year new wastewater system and individual wastewater system technology demonstration and implementation pilot program within the University of Hawaii water resources research center to examine and demonstrate new wastewater and cesspool technology systems; implement those technologies in demonstration projects in areas across the State that are identified as priority level 1 in the 2021 Hawaiʻi Cesspool Hazard Assessment Prioritization Tool Report, 2021 Report & Technical Appendices; and establish similar prioritization categories for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resource Research Center to submit annual interim reports and a final report to the Legislature. Establishes positions. Makes appropriations. RELATING TO GEOTHERMAL ENERGY EXPLORATION. Requires and appropriates funds for the Hawaii State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a geothermal resources characterization program under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii. RELATING TO THE ENVIRONMENT. Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, with certain exemptions. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. Effective 7/1/3000. (HD1)

RELATING TO RENEWABLE ENERGY. Requires the Department of Land and Natural Resources to work with utility companies and other renewable energy developers on leasing processes to expedite the development of renewable energy. Effective 7/1/3000. (HD1)

RELATING TO EMERGENCY AEROMEDICAL SERVICES. Establishes an Emergency Aeromedical Services Partnership Program to be administered by the Department of Health in counties with a population less than 500,000. Requires cost-sharing for program operations and maintenance and revenue sharing between the State and Counties of Hawaii, Kauai, and Maui. Authorizes deposits into the Emergency Medical Services Special Fund. Requires rulemaking. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO HEALTH CARE. Beginning 1/1/2026, requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund. Requires the Insurance Division of the Department of Commerce and Consumer Affairs to submit a report to the Legislature. Establishes a Reproductive Health Care Working Group. Effective 7/1/3000. RELATING TO ACT 212, SESSION LAWS OF HAWAII 2021. Extends the transfer of the Oahu Regional Health Care System (Oahu Region) from the Hawaii Health Systems Corporation to the Department of Health to 12/31/2026. Requires the working group established by Act 212, SLH 2021, to submit a report to the Legislature on updates to the operating and budget plan and pro forma capital improvements plan and a breakdown of costs related to the transfer. Requires the Oahu Region to enter into an agreement with the Department of Health regarding the Oahu Region taking care of low acuity patients in the Department's custody by the end of 2024. Requires the Oahu Region to report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO ELECTIONS. Requires the Office of Elections to file an application with Electronic Registration Information Center, Inc. (ERIC), by 6/30/2025, for the State to be admitted as a member of that organization. Requires the Office of Elections to share with each county the information and services made available by ERIC pursuant to the State's membership agreement with that organization. Requires the Office of Elections and each county office that administers elections to use information and services made available by ERIC to verify their respective voter registration rolls. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE DEFENSE OF STATE EMPLOYEES. Requires the State to defend professionally licensed or certified state employees from civil actions or proceedings, under certain circumstances. Clarifies that the employee may employ their own attorney at the employee's own expense. Establishes a process for the Attorney General to transfer or withdraw representation if the Attorney General declines to defend the employee. Effective 7/1/3000. (HD1)

RELATING TO REGENERATIVE TOURISM. Incorporates a regenerative framework into the Hawaii State Planning Act by expanding objectives and policies for the visitor industry. Requires periodic updates to the Tourism Functional Plan, specifies elements to be included in the Tourism Functional plan, and requires an update to the Tourism Functional Plan to be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025. Effective 7/1/3000. (HD1)

RELATING TO DESTINATION MANAGEMENT. Requires the Hawaii Tourism Authority to develop destination management action plans for each county and to perform specific actions in each plan. Expands the powers and duties of the Hawaii Tourism Authority. Repeals the exemption of the Hawaii Tourism Authority from administrative supervision of boards and commissions. Requires the strategic tourism management plan to include statewide destination management and regenerative tourism efforts and programs. Renames the tourism marketing plan as the strategic tourism management plan. Effective 7/1/3000. (HD2)

RELATING TO HOUSING. Authorizes HHFDC to issue bonds for housing project infrastructure and finance the development of regional state infrastructure projects. Exempts bonds issued by HHFDC for improvements by assessments, and the interest thereon, from state, county, and municipal taxation, with certain exceptions. Includes proceeds from bonds issued for regional state infrastructure projects as a source of revenue for regional state infrastructure subaccounts. Authorizes regional state infrastructure subaccount revenues to be used to repay regional state infrastructure project bond holders. Effective 7/1/3000. (HD1)

RELATING TO HOUSING. Expands the counties' authorization to exercise the same powers as the Hawaii Housing Finance and Development Corporation for purposes of developing, constructing, financing, refinancing, or providing mixed-use developments. Applies to bond proceeds expended by a county after 12/31/23. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING CREDITS. Requires the counties to issue affordable housing credits for affordable housing units that are constructed under the various programs of the Hawaii Housing Finance and Development Corporation. Sunsets 6/30/2031. Effective 7/1/3000. (HD1)

RELATING TO PROPERTY. Allow counties to enact a zoning ordinance to amortize or phase out transient vacation rental units. Expands the scope of the transient accommodations tax law to include certain shelters and, beginning 1/1/2025, vehicles with sleeping accommodations. Effective 7/1/2040. (HD1)
