RELATING TO THE COUNTY TRANSIENT ACCOMMODATIONS TAX.

Authorizes the Department of Taxation, under certain circumstances, to assist a county in levying, assessing, collecting, and otherwise administering the county transient accommodations tax, including delinquencies and penalties, for a 6-year period beginning 1/1/2025.  Appropriates moneys.  Declares that the appropriation exceeds the general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD1)

Authorizes and specifies conditions under which the Department of Agriculture may declare a biosecurity emergency, during which the Department and Governor may take certain actions to prevent the establishment or spread of pests and prohibited or restricted organisms.  Broadens the objectives and general actions of the Biosecurity Program.  Effective 7/1/3000.  (HD2)

Establishes a Business Revitalization Task Force within the Department of Business, Economic Development, and Tourism to identify methods to improve Hawaii's general economic competitiveness and business climate, including the mitigation of regulatory and tax burdens.  Requires a report to the Legislature.  Effective 7/1/3000.  (HD1)

RELATING TO TAXATION.

Repeals the provision that made references to the base amount in the Internal Revenue Code inapplicable to the research activities tax credit and allowed credits for all qualified research expenses to be taken without regard to previous years' expenses.  Narrows the qualifying criteria for research activities tax credits to applicants who are small businesses registered in the State.  Amends the maximum amount of tax credits that can be certified per year.  Extends the sunset date of the research activities tax credit to 12/31/29.  Effective 7/1/3000.  (HD1)

Requires the Technology Services Consolidation Working Group to assist the Office of Enterprise Technology Services in working with certain state agencies to inventory and categorize the business criticality of each major state information technology system or data set and determine the appropriate data center or hosting facility requirements.  Requires a report to the Legislature.  Extends the working group's dissolution date to 6/30/2026.  Effective 7/1/3000.  (HD1)

Appropriates funds to the Department of Transportation to implement the recommendations of Task Force on Mobility Management, established pursuant to Act 214, SLH 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups.  Effective 7/1/3000.  (HD1)

Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act.  Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the employee chooses to opt out.  Effective 7/1/3000.  (HD1)

Amends various sections of article 11 of the Insurance Code to adopt revisions to the National Association of Insurance Commissioners Model No. 440, Insurance Holding Company System Regulatory Act.  Effective 7/1/2040.  (HD1)

Status

RELATING TO THE STABILIZATION OF PROPERTY INSURANCE.

Amends the laws relating to the Hawaii Hurricane Relief Fund and Hawaii Property Insurance Association by:  imposing a different transient accommodation tax rate for transient vacation rentals and a property insurance surcharge on conveyance tax to capitalize the Association and Fund; expanding the statutory authorization for the Association to issue property insurance for certain condominiums and amending the designated geographic area eligible for coverage to specifically include lava zones 1 and 2; requiring Association member insurers and licensed property and casualty insurers to recoup assessment costs paid into the Association and Fund through a surcharge on premiums; requiring coverage limits and deductibles and fund capitalization amounts for licensed property and casualty insurers to be established in a plan of operation for the Fund, subject to approval by the Insurance Commissioner; and reinstating the special mortgage recording fee to capitalize the Fund.  Effective 7/1/3000.  (HD1)

RELATING TO PUBLIC UTILITIES.

Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county.  Requires public utilities to report wildfires potentially caused by or occurring in connection with their operations.  Effective 7/1/3000.  (HD2)

Status

RELATING TO WILDFIRES.

Establishes the Hawaii Wildfire Relief Fund and Hawaii Wildfire Relief Fund Corporation to provide compensation for property damage resulting from catastrophic wildfires in the State.  Requires the Corporation's board to report to the Legislature.  Makes an appropriation.  Effective 7/1/3000.  (HD1)
