Establishes accounting services procurement preferences for certain Hawaii accounting service businesses.  Clarifies that the existing reciprocity procurement preference includes offerors under sections 103D-302 and 103D-303, Hawaii Revised Statutes.  Effective 7/1/3000.  (HD1)

RELATING TO EQUITY.

Requires all places of public accommodation and state building constructions constructed after 7/31/2025, to provide universal changing accommodations that are equally accessible regardless of gender.  Beginning 7/1/2025, requires bids for state building construction projects to include universal changing accommodations, when doing so is feasible and cost effective.  Effective 7/1/3000.  (HD2)

RELATING TO COLLECTIVE BARGAINING UNIT CREATION.

Requires the Hawaii Labor Relations Board to adopt rules establishing criteria for the creation of new bargaining units.  Requires certain employees or any employer or exclusive representative proposing a new bargaining unit to submit an application to the Board.  Allows certain employees or any employer or exclusive representative to petition the Board to determine the appropriateness of a new bargaining unit.  Requires the Board to consider certain criteria in determining the appropriateness of a new bargaining unit.  Requires the Board to, upon its approval of the application, submit a report to the Legislature, including proposed legislation to create the new bargaining unit, accompanied by a decision and order issued by the Board.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO THE GENERATION OF WILDFIRE SUSCEPTIBILITY MAPS FOR HAWAII.

Requires the University of Hawaii to establish and implement a two-year program to develop web-GIS wildfire susceptibility and vulnerability maps for the State to determine which communities, landscapes, buildings, and infrastructure are most vulnerable to future wildfires.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO MAUI'S PERMANENT HOUSING RECOVERY.

Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui.  Designates the executive director of the Hawaii Housing Finance and Development Corporation to serve as chair of the council.  Makes an appropriation.  Sunsets 6/30/2034.  Effective 7/1/3000.  (HD2)

Authorizes the Governor or a state official with authorization from the Governor to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund, in accordance with title 40 Code of Federal Regulations section 35.3530(c).  Effective 7/1/3000.  (HD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate.  Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources.  Effective 7/1/3000.  (HD1)

RELATING TO DIRECT NEGOTIATION FOR PUBLIC LAND LEASES.

Authorizes disposition of public land leases by direct negotiation for commercial or industrial use on parcels of up to five acres.  Repeals 6/30/2029.  Effective 7/1/3000.  (HD2)

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
