RELATING TO THE OAHU REGIONAL HEALTH CARE SYSTEM, HAWAII HEALTH SYSTEMS CORPORATION.

Temporarily authorizes the Oahu regional health care system to oversee the operations and management agreement of the proposed state veterans home on Maui.  Establishes a timeline and process for the permanent oversight of the operations and management agreement of the proposed veterans home on Maui to be reassigned to the Maui regional health care system.  Effective 7/1/3000.  (HD1)

RELATING TO THE OFFICE OF ENTERPRISE TECHNOLOGY SERVICES.

Requires the Information Technology Steering Committee to assist the Chief Information Officer to develop a plan to enhance the mobile application developed to enable the public to access the State's website.  Requires the Chief Information Officer's annual report of the Office of Enterprise Technology Services to include updates on the mobile application.  Effective 7/1/3000.  (HD1)

Requires all public charter schools that exclusively offer prekindergarten programs to adhere to the public charter school law, with certain exceptions.  Effective 7/1/3000.  (HD2)

RELATING TO EDUCATION.

Authorizes the Hawaii Teacher Standards Board to consider qualified individuals with at least an associate's degree or high school diploma with comparable education and coursework, industry experience, and content expertise to teach career and technical education courses.  Effective 7/1/3000.  (HD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Exempts career and technical education goods and services purchases by the Department of Education from the State Procurement Code.  Requires the Department of Education to acquire three verbal or written quotes for career and technical education purchases of no more than $100,000.  Requires awards of over $2,500 for career and technical education purchases to comply with certain statutory provisions regarding offerors.  Requires awards of over $500,000 for career and technical education purchases to be approved by the Superintendent of Education.  Repeals 7/1/2027.  Effective 7/1/3000.  (HD1)

RELATING TO EDUCATION.

Removes the salary cap of Superintendent of Education.  Makes permanent the annual performance evaluation requirements for the Superintendent of Education.  Effective 7/1/3000.  (HD1)

RELATING TO EDUCATION.

Establishes a harm to students registry, for all early learning programs or schools and K-12 educational institutions within the State, that contains information on school employees, contractors, or volunteers for whom, as result of an investigation, a final finding has been issued that the individual has inflicted harm on a student.  Appropriates funds.  Effective 7/1/3000.  (HD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
