RELATING TO MONEY TRANSMITTERS MODERNIZATION ACT.

Continues the alignment of Hawaii's money transmitters law with the provisions of the Model Money Transmitters Modernization Act, thereby enabling Hawaii to work within a network of states to license, supervise, and examine transglobal money transmission companies as a multistate system; using nationwide standards, provides clarity and consistency of the tangible net worth provision; ensures that licensees have sufficient financial resources to conduct their business in a safe and sound manner; ensures efficiency throughout the licensing process; and protects the interests of money transmission companies, their customers, and the public.

Requires the Department of Health to conduct a statewide needs assessment and establish an advisory council to determine what would be needed to transition to a more circular system with less waste generation, more reuse, and an extended producer responsibility program for packaging materials and paper products.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready.  Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities.  Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility.  Effective 7/1/3000.  (HD2)

Requires government entities in the State that issue building permits to implement, by 1/1/2025, SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time.  Requires government entities in the State that issue building permits in areas served by an investor-owned electric utility to adopt a self-certification process for solar distributed energy resource systems that are not SolarAPP+ compatible.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY.

Establishes the solar hui program to allow multi-family residential property owners to invest into a solar hui investment fund which will provide repayment of income derived from energy services agreements to low- and moderate-income households to install solar energy systems.  Establishes the solar hui program fund manager position.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Requires state agencies to prepare a report assessing the feasibility of installing distributed energy resource systems at each state facility.  Requires state agencies to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports.  Assigns priority for the required energy efficiency measures to first responder facilities.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE FUEL.

Updates the Renewable Fuels Production Tax Credit to incentivize local production of renewable fuel sold in the State.  Extends the credit period from ten to twenty years.  Amends the total amount of tax credits allowed in any calendar year.  Resets credits claimed for taxable years beginning after 12/31/2023.  Effective 7/1/3000.  (HD1)

RELATING TO LONG DURATION CLEAN ENERGY STORAGE.

Amends the Hawaii renewable hydrogen program and hydrogen investment capital special fund to include a broader focus on long duration clean energy storage.  Transfers responsibility for the program to the Hawaii State Energy Office.  Appropriates moneys.  Effective 7/1/3000.  (HD1)

RELATING TO SCHOOL MEALS.

Authorizes the Department of Education to establish a recognition program to incentivize schools to submit to the Department a plan for the school to reach the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030.  Requires the Department of Education to establish a plant-based meal pilot program at Mililani high school no later than the 2025-2026 school year.  Effective 7/1/3000.  (HD2)

RELATING TO COUNTY HOUSING POWERS.

Expands the counties' authorization to exercise the same powers as the Hawaii housing finance and development corporation for purposes of developing, constructing, financing, refinancing, or providing mixed-income projects and mixed-use developments.  Authorizes units in low- and moderate-income housing projects to be made available to households with higher incomes if there is an insufficient number of persons or families who meet income qualifying requirements.  Applies to bond proceeds expended by a county after 12/31/23.  Effective 7/1/3000.  (HD1)

RELATING TO AFFORDABLE HOUSING.

Appropriates funds to the Hawaii Public Housing Authority to acquire and renovate parcels and buildings located between Bethel Street, Pauahi Street, Fort Street, and Chaplain Lane in Honolulu, Oahu, for affordable housing purposes.  Requires units to be affordable to households having an income that does not exceed a percentage of the area median income.  Effective 7/1/3000.  (HD2)

RELATING TO HUMAN SERVICES.

Requires the Hawaii Public Housing Authority to establish a two-year Recreation and Education Upward Mobility Pilot Program for youth tenants in public housing.  Permits the Hawaii Public Housing Authority to contract with outside parties to implement the program.  Appropriates funds.  Effective 7/1/3000.  (HD1)
