Authorizes the payment of allowances for TRICARE Reserve Select coverages to junior officers, warrant officers, or enlisted personnel of the Hawaii National Guard ordered to active duty for more than thirty days in service to the State.  Effective 7/1/3000.  (HD1)

RELATING TO EMPLOYEE BENEFITS.

Extends, under certain conditions, the family leave period for up to eight additional weeks for employees who are unable to perform their employment duties due to the birth of a child who is required to stay in a neonatal intensive care unit.  Requires the Civil Rights Commission to amend its rules to include neonatal care as a related medical condition whenever certain phrases are used.  Effective 7/1/3000.  (HD1)

RELATING TO THE WAGE AND HOUR LAW.

Amends the definition of "employee" in Hawaii's wage and hour law by repealing the definition's categorical exclusion of any employee who receives guaranteed compensation totaling $2,000 or more a month.  Effective 7/1/3000.  (HD1)

Repeals the requirement that the Director of Human Resources Development must submit a report to the Legislature before reclassifying and abolishing vacant positions within state departments and agencies that are under the jurisdiction of DHRD.  Effective 7/1/3000.  (HD1)

RELATING TO HIRING.

Authorizes a state department, division, or agency, rather than the Department of Human Resources Development, to conduct a minimum qualification review of applicants for vacant positions within the department, division, or agency.  Requires the Department of Human Resources Development to provide state departments, divisions, and agencies the applications received for vacancies under certain circumstances.  Effective 7/1/3000.  (HD1)

Appropriates funds to the Department of Labor and Industrial Relations and Department of Education to support health care workforce development programs, specifically the public high school health care workforce certificate program and glidepath program for certified nurse aides.  Appropriates funds to renovate and equip certain public high school classrooms to be used for health care training.  Effective 7/1/3000.  (HD1)

For a collective bargaining agreement or executive policy in effect on and after 7/1/2025, requires that an employer of firefighters maintains its fire staffing service at a level of no less than four on-duty firefighters in each company.  Effective 7/1/3000.  (HD1)

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to require employers to disclose information regarding its employees' wages, benefits, hours, and employment status and deny, revoke, or suspend a building permit application for violating laws relating to wages, benefits, hours, and employment status, under certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND BASE COMPOSITE MONTHLY CONTRIBUTION.

Increases the employer base composite monthly contribution effective 1/1/2025 by 5.2 per cent of the 2024 employer base.  Provides that effective 1/1/2026, the employer base composite monthly contribution will be based on the change in medicare part B premiums from 2024 to 2025 and at a two-year lag thereafter.  Effective 7/1/3000.  (HD1)

RELATING TO COLLECTIVE BARGAINING.

Requires the employer to initiate negotiations on repricing of classes within a bargaining unit within thirty days of its receipt of the exclusive representative's written request to negotiate.  Establishes that the employer's failure to initiate the negotiation within such time frame and the parties' failure to reach an agreement within ninety days of the exclusive representative's written request to negotiate or by January 31 of a year in which the collective bargaining agreement is due to expire, whichever is earlier, constitutes an impasse to which the impasse procedures shall apply, under certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO INDEBTEDNESS.

Shortens the time within which a disbursing officer must notify an employee of indebtedness to the government resulting from salary or wage overpayment.  Amends the criteria for an actionable cause of action.  Amends the amount a disbursing officer shall deduct to begin immediate recovery of indebtedness based on an employee's gross income.  Effective 7/1/3000.  (HD1)

RELATING TO THE CERTIFICATION OF DOCUMENTS.

Establishes the Apostilles and Certifications Special Fund.  Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rules.  Appropriates funds into and out of the special fund.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
