Status

RELATING TO SPORTS FACILITIES.

Lapses appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority.  Transfers certain special fund moneys earmarked for the development of a new stadium in Halawa to the general fund.  Reappropriates those funds to plan, design, and construct a new stadium at the University of Hawaii at Manoa campus.  Renames the Stadium Authority as the Halawa Redevelopment Authority and the Stadium Development District as the Halawa Redevelopment District.  Amends the powers and duties of the Halawa Redevelopment Authority.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

Status

RELATING TO RESEARCH ACTIVITIES.

Narrows the qualifying criteria for research activities tax credits to applicants who are small businesses registered in the State.  Increases the maximum amount of tax credits that can be certified per year.  Extends the sunset date of the research activities tax credit by five years.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE SCHOOL FACILITIES SPECIAL FUND.

Changes the means of financing for a portion of funds appropriated for deposit into the school facilities special fund to expand pre-kindergarten student capacity within the State from general funds to general obligation bond funds.  Extends the lapse date of the funds.  Effective 7/1/3000.  (HD1)

Clarifies part III of Act 164, Session Laws of Hawaii 2023, as it pertains to the appropriation for the Solar Energy Storage Loan Program.

Status

RELATING TO GOVERNMENT.

Increases the transient accommodation tax rate.  Requires an additional $50 transient accommodation tax to be levied per night for each furnishing of transient accommodations.  Appropriates funds to DLNR for protection, management, and restoration of the State's natural resources.  Effective 1/1/3000.  (HD1)
