Establishes and specifies protections for critical infrastructure information that is received or maintained by the Office of Homeland Security for use regarding the security of critical infrastructure and protected systems.  Defines and protects critical infrastructure information that is crucial for direct support of the security and resilience of the State.  Effective 7/1/3000.  (HD1)

Clarifies that the Governor's and mayors' emergency management powers shall be consistent with the state constitution.  Clarifies the scope of the comprehensive emergency management plan.  Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency.  Shortens the duration of price control periods from ninety-six hours to seventy-two hours.  Effective 7/1/3000.  (HD1)

Establishes a disaster relief match special fund to support the local match requirements of the FEMA Maui Wildfires Hazard Mitigation Grant Program for projects that implement mitigation measures to prevent and minimize the impacts of natural hazards affecting the State.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO LAHAINA WILDFIRE RECOVERY.

Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires.  Requires the Office of Enterprise Technology Services to assist in establishing a website for the Commission.  Requires annual reports.  Appropriates moneys.  Effective 7/1/3000.  (HD1)

Establishes the Hawaii Wildfire Relief Fund and Corporation to provide compensation for property damage resulting from catastrophic wildfires in the State.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO WILDFIRE RISK MITIGATION.

Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county.  Effective 7/1/3000.  (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
