MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF BUDGET AND FINANCE. Makes an emergency appropriation to provide special funds for disbursements of moneys in the Mass Transit Special Fund. Effective 7/1/3000. (HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Authorizes the Department of Transportation to acquire, including by condemnation, any real, personal, or mixed property for immediate or future use and own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of the property acquired. Amends the definition of "public lands" to exclude lands to which the Department of Transportation holds title. Authorizes the Department of Transportation to directly acquire any real property for its purposes. Effective 7/1/3000. (HD2)

RELATING TO CAPITAL ADVANCEMENT CONTRACTS. Increases the caps for the total contract value for any one capital advancement contract (CAC) and the total aggregate value of CACs in a fiscal year entered into by the Department of Transportation with private parties for harbor improvements and adds reporting requirements for the Department. RELATING TO DRIVING WHILE INTOXICATED. Requires the Director of Transportation to convene an intoxicated driving reduction working group, under the leadership of Hawaii's strategic highway safety plan, to make recommendations for amendments to existing laws to reduce incidents of intoxicated driving. RELATING TO PARKING FOR DISABLED PERSONS. Authorizes the Examiner of Drivers to suspend the driver's license of a person who violates certain regulations relating to the use of disability parking permits. Authorizes each county to enact ordinances to enforce the design and construction requirements for the provision of accessible parking spaces, including the establishment of penalties for failure to comply with the ordinances. Authorizes officials appointed by a county to enter the property of places of public accommodation to enforce violations of the county ordinances. Requires the court to distribute fifty per cent of any fine imposed on a person who violates certain regulations for the use of disability parking permits to the law enforcement agency that issued the citation. RELATING TO THE HAWAII TOURISM AUTHORITY. Requires the Hawaii Tourism Authority to develop and publish, through a contract with a third party, a mobile application that includes all online application processes, including the collection of any applicable reservation fees, to acquire a reservation to conduct recreational and commercial activities in the State that are regulated by or under the jurisdiction of a state or county agency. Requires the Hawaii Tourism Authority to issue a request for proposals and contract for the development and publishing of the mobile application. Establishes a tourism enterprise fund. Appropriates funds for the development and publication of the mobile application, including the hiring of a mobile manager. Effective 7/1/3000. (HD1)

RELATING TO GOVERNMENT. Increases the transient accommodation tax rate. Requires an additional $50 transient accommodation tax to be levied per night for each furnishing of transient accommodations. Appropriates funds to DLNR for protection, management, and restoration of the State's natural resources. Effective 1/1/3000. (HD1)

RELATING TO STATE FINANCES. Establishes the Climate Health and Environmental Action Special Fund in the Department of Land and Natural Resources to minimize the impacts of, and respond to, climate crises. Imposes an additional $25 dollar tax on transient accommodations. Allocates a portion of transient accommodations tax revenue to the Climate Health and Environmental Action Special Fund. Narrows the transient accommodations tax exemption for accommodations furnished at no charge or on a complimentary or gratuitous basis to accommodations for the purpose of providing emergency housing to persons displaced as a result of a state of emergency or state disaster. Effective 7/1/3000. (HD1)

RELATING TO TAXATION. Establishes a surcharge on the transient accommodations tax for transient vacation rental located outside a zoned resort area. Effective 1/1/3000. (HD1)
