RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Increases the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program of the Hawaii Technology Development Corporation.  Adds purchasing of renewable energy systems as an eligible expense, and clarifies that training on both new and existing manufacturing equipment is an eligible expense, for the Manufacturing Development Grant Program.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO RESEARCH ACTIVITIES.

Narrows the qualifying criteria for research activities tax credits to applicants who are small businesses registered in the State.  Increases the maximum amount of tax credits that can be certified per year.  Extends the sunset date of the research activities tax credit by five years.  Effective 7/1/3000.  (HD1)

Requires productions to provide evidence of reasonable efforts to comply with all applicable requirements to qualify for the motion picture, digital media, and film production income tax credit.  Requires taxpayers be given notice of and an opportunity to cure any failure to meet the requirements for the tax credit.  Effective 7/1/3000.  (HD1)

RELATING TO TITLE 24, HAWAII REVISED STATUTES.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations.  Provides amendments to external review procedures to improve consistency with the National Association of Insurance Commissioners Uniform Health Carrier External Review Model Act.  Effective 1/1/3000.  (HD1)

RELATING TO ELECTRIC UTILITY LINEMAN.

Beginning 1/1/2027, establishes licensing requirements, including minimum standards and qualifications, for licensure as a journey worker electric utility lineman and expands the Board of Electricians and Plumbers to include members engaged in electric utility work.  Repeals an existing exception to the impending sunset of the limited exemption from electrician licensing requirements that was originally enacted by Act 65, SLH 2013, and extended pursuant to Act 60, SLH 2018, and Act 68, SLH 2022.  Effective 7/1/3000.  (HD1)

Repeals the cutoff date of Act 196, SLH 2018, that allowed the use of funds in the Condominium Education Trust Fund initially dedicated to support voluntary binding arbitration to be used for other educational purposes.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUMS.

Requires the Legislative Reference Bureau to conduct a study on how certain other states approach the following subjects as they relate to condominiums:  an ombudsman, licenses for management, alternate dispute resolution, governmental regulation, owner education, and owner access to documents.  Appropriates funds.  Extends the deadline for the final report and the cease date for the Condominium Property Regime Task Force to 6/30/2026.  Effective 7/1/3000.  (HD1)

Increases the number of public members on the board of directors of the Hawaii Property Insurance Association from three to four.  Requires the Speaker of the House of Representatives and Senate President, rather than the Insurance Commissioner, to appoint the public members.  Effective 7/1/3000.  (HD1)

Establishes the State Reinsurance Exploratory Working Group to study the feasibility of establishing a state-run reinsurance program to ensure affordable coverage for property owners against catastrophic events.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO THE LANDLORD-TENANT CODE.

Extends the notice period for summary possession proceedings from five days to fifteen days for failure to pay rent.  Requires landlords to provide the notice to mediation centers.  Requires landlords to enter into mediation if scheduled by a tenant, which will delay when a landlord may file an action for summary possession except in cases where a tenant cancels the mediation or does not appear.  Restricts when landlord remedies are available depending on the amount of rent due.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO INSURANCE.

Amends various sections of article 11 of the Insurance Code to adopt revisions to the National Association of Insurance Commissioners Model #440, Insurance Holding Company System Regulatory Act.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE STABILIZATION OF PROPERTY INSURANCE.

Amends the laws relating to the Hawaii Hurricane Relief Fund and Hawaii Property Insurance Association.  Expands the Hawaii Property Insurance Association's authority to include the issuance of property insurance other than fire insurance for certain real properties organized as a condominium.  Reinstates the special mortgage recording fee.  Explicitly authorizes the Hawaii Property Insurance Association to issue property insurance policies to certain condominiums outside of area designated for coverage by the Hawaii Property Insurance Association.  Mandates that the Hawaii Property Insurance Association member insurers recoup assessment costs.  Amends specific coverage limits, fund capitalization amounts, and assessment percentages by deleting specified dollar amounts percentages and authorizes the Hawaii Hurricane Relief Fund and the Hawaii Property Insurance Association boards to recommend appropriate amounts and percentages to the Insurance Commissioner.  Effective 7/1/3000.  (HD1)
