Authorizes issuance of general obligation bonds.  Makes findings required by Article VII, Section 13, of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

Clarifies part III of Act 164, Session Laws of Hawaii 2023, as it pertains to the appropriation for the Solar Energy Storage Loan Program.

RELATING TO SPORTS FACILITIES.

Lapses appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority.  Transfers certain special fund moneys earmarked for the development of a new stadium in Halawa to the general fund.  Reappropriates those funds to plan, design, and construct a new stadium at the University of Hawaii at Manoa campus.  Renames the Stadium Authority as the Halawa Redevelopment Authority and the Stadium Development District as the Halawa Redevelopment District.  Amends the powers and duties of the Halawa Redevelopment Authority.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

Limits the exclusion from gross income to pensions received for past services provided in the State.

Establishes a refundable child tax credit.  Applies to taxable years beginning after 12/31/2024.

RELATING TO CAPITAL GAINS.

Taxes capital gains income at the same rate as ordinary income.

RELATING TO TAX CREDITS.

Requires that income tax credits established or renewed after 12/31/2024 include a five-year sunset or an annual one-third reduction, beginning with the sixth year of the credit.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
