RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's energy-efficiency portfolio standards from 2030 to 2045 and updates the standards.  Authorizes the public utilities commission to adjust the 2045 and interim standards.  Effective 7/1/3000.  (HD1)

RELATING TO LONG DURATION CLEAN ENERGY STORAGE.

Amends the Hawaii renewable hydrogen program and hydrogen investment capital special fund to include a broader focus on long duration clean energy storage.  Transfers responsibility for the program to the Hawaii State Energy Office.  Appropriates funds.  Effective 7/1/3000.  (HD2)

Clarifies part III of Act 164, Session Laws of Hawaii 2023, as it pertains to the appropriation for the Solar Energy Storage Loan Program.  Effective 6/29/3000.  (HD1)

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Clarifies that the Small Business Regulatory Review Board has the authority to review legislation affecting small businesses in response to a request from small business owners.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Requires the Hawaii Tourism Authority to develop and publish, through a contract with a third party, a mobile application that includes all online application processes, including the collection of any applicable reservation fees, to acquire a reservation to conduct recreational and commercial activities in the State that are regulated by or under the jurisdiction of a state or county agency.  Requires the Hawaii Tourism Authority to issue a request for proposals and contract for the development and publishing of the mobile application.  Establishes a tourism enterprise fund.  Appropriates funds for the development and publication of the mobile application, including the hiring of mobile application managers.  Effective 7/1/3000.  (HD2)
