      Status & Testimony

RELATING TO ENERGY RESILIENCY.

Requires retail crediting for energy exports enrolled in grid services programs, whereby energy exported to the electrical grid past a participating customer-generator's point of common coupling from photovoltaic solar systems paired with battery storage as part of a utility-controlled grid service program would be credited at the full retail rate of electricity for the relevant time period.

RELATING TO HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Appropriates moneys to the Hawaii Technology Development Corporation for its manufacturing assistance programs.

RELATING TO GEOTHERMAL ENERGY EXPLORATION.

Appropriates moneys to the Hawaii Technology Development Corporation for geothermal energy exploration.  Requires surface and subsurface exploration and community outreach.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO ADVISORY BOARDS.

Establishes advisory boards, focused on workforce development, to the Agribusiness Development Corporation, Hawaii Technology Development Corporation, and Natural Energy Laboratory of Hawaii Authority.

RELATING TO TAXATION.

Amends the tax credit for research activities by: (1) increasing the amount of the credit to $10,000,000; (2) extending the sunset date of the credit to 12/31/29; and (3) amending the definition of qualified high technology businesses that are eligible to claim the credit.

RELATING TO THE MINIMUM WAGE.

Requires the Department of Business, Economic Development, and Tourism to conduct a study on the effect on businesses of increasing the minimum wage.  Declares that the general fund expenditure ceiling will be exceeded.  Appropriates moneys.
