      Status & Testimony

RELATING TO VALUE-ADDED PRODUCTS.

Establishes a food and product innovation network within the Agribusiness Development Corporation.  Declares that the general fund expenditure is exceeded.  Makes an appropriation for food and product innovation facilities on the islands of Molokai, Oahu, and Hawaii.

      Status & Testimony

RELATING TO RENEWABLE ENERGY AND FOOD SECURITY.

Requires the Hawaii State Energy Office, in collaboration with the Department of Agriculture and Department of Land and Natural Resources, to facilitate the private sector's development of renewable energy projects that also support agricultural food production.  Establishes within the Hawaii State Energy Office a three-year Phytoremediation Biofuels Pilot Program to be conducted by the Hawaii State Energy Office in collaboration with the Department of Agriculture and Department of Land and Natural Resources and requires a report to the Governor and Legislature.  Makes appropriations and establishes a position within the Hawaii State Energy office to serve as an interagency liaison.

RELATING TO COMPOSTING.

Appropriates moneys to the Agribusiness Development Corporation for the creation of a composting program.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024‑2025.

RELATING TO CLIMATE.

Establishes the senior advisor on climate position within the Office of Planning and Sustainable Development.  Makes the senior advisor on climate a member of the Hawaii Climate Change Mitigation and Adaptation Commission.  Appropriates funds.
