Status

RELATING TO ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable electricity they produce to users of renewable energy under administrative rules established by the Public Utilities Commission.

RELATING TO RENEWABLE ENERGY.

Amends the definition of "renewable energy producer" in section 171-95, HRS, to allow renewable energy producers to sell to entities other than an electric utility company regulated under chapter 269, HRS.

RELATING TO RENEWABLE ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable energy transmitted and used to produce hydrogen, subject to certain conditions determined by the public utilities commission.

Status

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's energy-efficiency portfolio standards from 2030 to 2045.  Authorizes the public utilities commission to establish interim goals.

Status

RELATING TO ENERGY.

Clarifies the definition of "power-generating facility" for the purposes of environmental impact assessments to include new combustion electricity-generating facilities operating beginning January 1, 2024, that were not previously operational.  Includes  power-generating facilities that are converting from one source of energy to another source, where the new source requires combustion and the electrical output rating of the converted facility exceeds 5.0 megawatts.

HB 2012

Status

RELATING TO ELECTRIC VEHICLE PARKING.

Removes exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the total number of aggregate spaces on all of their owned properties was met.  Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with less than one hundred parking spaces.

HB 2103

Status

RELATING TO LONG DURATION CLEAN ENERGY STORAGE.

Amends the Hawaii renewable hydrogen program and hydrogen investment capital special fund to include a broader focus on long duration clean energy storage.  Transfers responsibility for the program to the Hawaii State Energy Office.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

HB 2105

Status

RELATING TO RENEWABLE ENERGY.

Requires the Hawaii State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a slim-hole resource characterization program under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii.  Requires a report to the Legislature.  Appropriates funds.

HB 2390

Status

RELATING TO RENEWABLE ENERGY.

Amends section 269-6, Hawaii Revised Statutes, to clarify that the Public Utilities Commission shall consider the effect of the State's reliance on fossil fuels on generation-based greenhouse gas emissions and may require a greenhouse gas emissions analysis for energy projects that do not result in generation-based greenhouse gas emissions.

Status

RELATING TO ENERGY.

Clarifies that the party responsible for Renewable Portfolio Standards support and reporting on certain energy matters shall be the Chief Energy Officer, following Act 122, SLH 2019.

Status

RELATING TO GREENHOUSE GAS EMISSIONS.

Requires the Hawaii state energy office to adopt rules governing a clean fuel standard for gasoline and diesel in the State.

Status

RELATING TO RENEWABLE FUEL.

Updates the Renewable Fuels Production Tax Credit to incentivize locally grown, produced, generated, or collected renewable fuel.  Extends the credit period from ten to twenty consecutive years.  Increases the total amount of tax credits allowed to $80,000,000 in any calendar year.

Status

RELATING TO GREENHOUSE GAS SEQUESTRATION TASK FORCE.

Repeals the Greenhouse Gas Sequestration Task Force.

RELATING TO AIR POLLUTION.

Requires the department of health to conduct continuous air quality testing for certain chemicals at waste management facilities.  Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
