RELATING TO STUDENT TRANSPORTATION.

Requires Department of Education school bus contracts to include provisions that require contractors to prioritize the use of motor vehicles that do not require those drivers to hold a commercial driver's license.

Establishes comprehensive standards for the department of education related to school bus services to ensure reasonable accommodation, equitable access, timely communication, and accountability.

Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students.  Appropriates moneys for any difference between federal funds amounts and costs of providing free meals.  Declares that the general fund expenditure ceiling will be exceeded.

Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to all students enrolled in department schools.  Appropriates funds.

Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements.  Appropriates funds.

RELATING TO HOUSING.

Requires the School Facilities Authority to work with the Department of Education to prioritize projects for the construction of educator workforce housing that will house teachers and other staff of the Department.  Requires the School Facilities Authority to include in its annual report to the Legislature its planned actions toward increasing educator workforce housing.  Requires the Department of Education to collaborate with certain state and county agencies to submit a preliminary report to the Legislature on the status of lands designated to be transferred to the Department of Education.  Effective 7/1/3000.  (HD1)

Status

RELATING TO CHILD CARE.

Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria.  Requires reports to the Legislature.  Appropriates funds for a position to support the pilot program.  Sunsets the pilot program on 6/30/2027.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
