RELATING TO TAXATION.

Amends the tax credit for research activities by:  (1) increasing the total amount of certified credits to an unspecified amount; (2) extending the sunset date of the credit to 12/31/29; and (3) amending the definition of qualified high technology businesses that are eligible to claim the credit.  Effective 1/1/2060.  (SD2)

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a Business Revitalization Task Force within the Department of Business, Economic Development, and Tourism to identify methods to improve Hawaii's general economic competitiveness and business climate, including the mitigation of regulatory and tax burdens.  Requires a report to the Legislature.  (SD2)

Status

RELATING TO FILM INDUSTRY DEVELOPMENT.

Establishes the Hawaii Film Advisory Council.  Amends the motion picture, digital media, and film production income tax credit to:  (1) Change the aggregate cap amount to an unspecified amount; (2) Extend the sunset date of the tax credit to 1/1/2039; (3) Clarify and amend the requirement for an independent third-party certification; (4) Expand the definition of "qualified production" to include streaming platforms; and (5) Expand the definition of "qualified production costs" to include fashion production and music production costs.  Provides a general excise tax exemption for certified development of film studio facilities.  Establishes one full-time equivalent (1.0 FTE) film industry development liaison within the Creative Industries Division of the Department of Business, Economic Development, and Tourism.  Makes an appropriation.  Declares that the appropriation exceeds the general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Aerospace and Aeronautics Development Program within the Department of Business, Economic Development, and Tourism.  Effective 1/1/2060.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
