RELATING TO ECONOMIC DEVELOPMENT.

Establishes a business revitalization task force to identify methods to improve Hawaii's general economic competitiveness and business climate, including by mitigating regulatory and tax burdens.  Requires a report to the legislature.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Aerospace and Aeronautics Development Program within the Department of Business, Economic Development, and Tourism.  Makes an appropriation.

RELATING TO AN ECONOMIC DEVELOPMENT DISTRICT PLANNING ORGANIZATION.

Establishes 4 full-time equivalent (4.0 FTE) positions.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

HB 2005

Status

RELATING TO TAXES.

Requires productions to provide evidence of reasonable efforts to comply with all applicable requirements to qualify for the motion picture, digital media, and film production income tax credit.  Requires taxpayers be given notice of and an opportunity to cure any failure to meet the requirements for the tax credit.

Status

RELATING TO RESEARCH ACTIVITIES.

Narrows the qualifying criteria for research activities tax credits to applicants who are small businesses registered in the State.  Increases the maximum amount of tax credits that can be certified per year.  Extends the sunset date of the research activities tax credit by five years.

Status

RELATING TO PASS-THROUGH ENTITY TAXATION.

Reduces the pass-through entity level tax rate and allows the nonrefundable tax credit to be carried forward to subsequent years.

HB 2028

Status

RELATING TO THE LABELING OF PRODUCTS.

Merges the Made in Hawaii with Aloha branding program with the Hawaii Made program under the Department of Business, Economic Development, and Tourism.  Specifies that the Department of the Attorney General shall be responsible for enforcement of the program.  Repeals the Made in Hawaii with Aloha program.  Clarifies that calculations to determine whether a non-perishable good labeled "Hawaii Made" or "made in Hawaii" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State.  Appropriates funds.

HB 2762

Status

RELATING TO GAMING.

Grants forty-year gaming license for a single integrated resort property on lands under the control of the Office of Hawaiian Affairs designated for commercial use on the island of Oahu excluding lands west of Ko Olina.  Establishes the Hawaii Gaming Commission.  Imposes wagering tax on gross gaming revenue.  Creates the State Gaming Fund.  Appropriates funds.

HB 2765

Status

RELATING TO SPORTS WAGERING.

Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism.  Establishes licensing requirements for sports wagering operators and sports wagering suppliers.  Specifies that sports wagering shall not be considered games of chance or gambling.

HB 2369

Status

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM.

Amends section 210D-10, HRS, to increase the maximum interest rate on Community-Based Economic Development loans to ten percent.

Status

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Clarifies that the Small Business Regulatory Review Board has the authority to review legislation affecting small businesses in response to a request from small business owners.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
