RELATING TO CONTRACTORS.

Repeals the leasing restriction on owner-builders who obtain an owner-builder exemption to act as their own contractor and who build or improve residential or farm buildings or structures on their own property and do not offer the buildings or structures for sale.  Takes effect 7/1/3000.  (SD1)

RELATING TO HEALTH.

Allows registered pharmacists during declared states of emergency to refill prescriptions for up to a thirty-day supply if the practitioner is unavailable or cannot be contacted to authorize the refill and if, in the pharmacist's professional judgment, failure to refill the prescription might interrupt the patient's ongoing care and have a significant adverse effect on the patient's well-being.  (SD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Beginning 1/1/2027, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions.  Takes effect 1/1/2027.  (SD1)

RELATING TO WORKERS' COMPENSATION.

Authorizes certain types of radiographical coverage and specialist consultations without a treatment plan within the context of workers' compensation coverage for employees with cervical and lumbar spinal injuries, or suspected cervical and lumbar spinal injuries.  Takes effect 7/1/2050.  (SD1)

Expands the definition of "renewable energy producer" that is used to determine the Board of Land and Natural Resources' disposition of public lands to renewable energy producers.  Takes effect 1/1/2060.  (SD1)

RELATING TO MOPED INSURANCE.

Requires that moped operators carry an insurance policy by incorporating mopeds into the insurance laws governing motorcycles and motor scooters, including with respect to provisions concerning required licensure, the relationship with tort law, proof of insurance card, penalties, rate regulation, and minimum coverage levels.  Makes conforming amendments.  Effective 7/1/3000.  (SD1)

RELATING TO RENEWABLE ENERGY.

Requires the PUC to explicitly consider the effect of the State's reliance on fossil fuels on lifecycle greenhouse gas emissions and gives the PUC the discretion to require a lifecycle greenhouse gas emissions assessment for energy projects that do not involve the combustion of fuel.  Effective 7/1/3000.  (HD2)

RELATING TO RELATIVE RESOURCE CAREGIVERS.

Clarifies when a relative seeking to be a resource caregiver for a child is entitled to an administrative appeal for the Department of Human Services' denial of a foster home license.  (SD1)
