RELATING TO LABELING OF MACADAMIA NUTS.

Clarifies labeling requirements for macadamia nuts.  Requires the country of origin to be included on the principal display panel of a consumer package of processed macadamia nuts.  Effective 7/1/3000.  (HD2)

RELATING TO CONSUMER PROTECTION.

Establishes a timeline by which roasted coffee, instant coffee, and ready-to-drink coffee beverages that use a geographic origin in labeling or advertising are required to contain a certain per cent coffee by weight from that geographic origin.  Requires wholesalers to sell off their inventory of roasted coffee, instant coffee, or ready-to-drink coffee beverages in anticipation of the phased-in labeling requirements taking effect.  Exempts retailers that do not package roasted coffee, instant coffee, or ready-to-drink coffee beverages from liability for the sale of roasted coffee, instant coffee, or ready-to-drink coffee beverages that use a label or advertisement in violation of the coffee labeling law.  Effective 7/1/3000.  (HD1)

RELATING TO MONEY TRANSMITTERS MODERNIZATION ACT.

Continues the alignment of Hawaii's money transmitters law with the provisions of the Model Money Transmitters Modernization Act, thereby enabling Hawaii to work within a network of states to license, supervise, and examine transglobal money transmission companies as a multistate system; using nationwide standards, provides clarity and consistency of the tangible net worth provision; ensures that licensees have sufficient financial resources to conduct their business in a safe and sound manner; ensures efficiency throughout the licensing process; and protects the interests of money transmission companies, their customers, and the public.  Effective 7/1/3000.  (HD1)

RELATING TO INSURANCE.

Amends various provisions of the Insurance Code to update and improve existing provisions. Defines “dormant captive insurance company” and sets out a procedure to apply for a certificate of dormancy. Adds the term “doing business as” to “trade name” statutory references. Clarifies continuing education provider filing requirements. Clarifies reinsurance intermediatory-manager filing requirement. Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Amends the definitions of “controlled unaffiliated business” and “participant” as applied to captive insurance companies. (Proposed SD1)

Repeals the Time Share Commissioners of Deeds.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUMS.

Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, one in which the developer resides and one for which the initial sale of the other unit has been completed.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUMS.

Repeals the cutoff date of Act 196, SLH 2018, that allowed the use of funds in the Condominium Education Trust Fund initially dedicated to support voluntary binding arbitration to be used for other educational purposes.  Effective 7/1/3000.  (HD1)
