RELATING TO INSURANCE.

Increases the reimbursement rate for chiropractic treatments for personal injury protection benefits under motor vehicle insurance from $75 to $100.  Effective 7/1/3000.  (HD1)

RELATING TO PASS-THROUGH ENTITY TAXATION.

Reduces the pass-through entity level tax rate and allows the tax credit to be carried forward to subsequent years.  Effective 12/31/3000.  Applies to taxable years beginning after 12/31/2023.  (HD1)

RELATING TO THE HAWAII PROPERTY INSURANCE ASSOCIATION.

Increases the number of public members on the board of directors of the Hawaii Property Insurance Association from three to four.  Requires the Speaker of the House of Representatives and Senate President, rather than the Insurance Commissioner, to appoint the public members.  Effective 7/1/3000.  (HD1)

RELATING TO INSURANCE.

Establishes the State Reinsurance Exploratory Working Group to study the feasibility of establishing a state-run reinsurance program to ensure affordable coverage for property owners against catastrophic events.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO APPRAISAL MANAGEMENT COMPANIES.

Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs, to begin September 30, 2024.  Appropriates funds from the compliance resolution fund for the program.  Effective 7/1/3000.  (HD1)

RELATING TO THE ESTATE TAX.

Conforms Hawaii estate tax laws to the operative provisions of the Internal Revenue Code to decrease the burden on taxpayers and increase efficiencies in the Department of Taxation's monitoring and auditing of estate tax returns.  Establishes an estate tax deduction for the value of closely held business interests that will help ensure that locally-owned family businesses can continue to contribute to the Hawaii economy and assist families to retain the ownership interest in their family businesses.  Effective 7/1/3000.  (HD1)
