RELATING TO PUBLIC UTILITIES.

Requires the Public Utilities Commission to direct each electric utility company in the State to file proposals for programs to provide certain benefits to residential property owners in fire-prone areas to reduce or eliminate the impacts of wildfires on residential properties or to purchase emergency equipment or supplies for use in deenergization events.  (SD1)

RELATING TO HEALTH.

Establishes the Hui Ho’omana task force within the State Health Planning and Development Agency to develop a comprehensive plan to provide universal access to equitable and affordable high-quality health care for state residents, including defining action plan items, setting timeline and deadline for each action item, and identifying resources required and funding options. Requires reports to the Legislature. Dissolves the task force on 7/1/2025.  Takes effect 12/31/2050.  (SD1)

Authorizes independent generators of renewable energy to wheel the renewable electricity they produce to users of renewable energy under administrative rules established by the Public Utilities Commission.  Takes effect 1/1/2060.  (SD1)

RELATING TO ADVERTISING.

Exempts billboards and outdoor advertising devices displayed with authorization of the Stadium Authority within the stadium facility, including outdoor advertising devices for naming the stadium facility under certain conditions.  Exempts outdoor advertising devices displayed with authorization of the Hawaii Tourism Authority in or on the Convention Center facility, including outdoor advertising devices for naming the Convention Center facility under certain conditions.  Exempts outdoor advertising devices for the stadium facility and the Convention Center facility from regulation by the counties, including outdoor advertising devices for naming the stadium facility and Convention Center facility.  Takes effect 1/1/2060.  (SD1)

RELATING TO TOWING COMPANIES.

Changes the fees that a towing company may charge to tow vehicles left unattended on private and public property.  Allows a towing company or parking management company to charge a fee for the placement or removal of vehicle immobilization devices.  Takes effect 1/1/2050.  (SD1)

RELATING TO RENEWABLE ENERGY.

Amends the definition of "renewable energy producer" in section 171-95, HRS, to allow renewable energy producers to sell to entities other than an electric utility company regulated under chapter 269, HRS.  Takes effect 1/1/2060.  (SD1)
