RELATING TO DECEPTIVE TRADE PRACTICES.

Makes it a deceptive practice to advertise, display, or offer a price for goods or services that does not include all mandatory fees or charges, with certain exceptions.

RELATING TO AGRICULTURE.

Expands the criminal offense of false labeling of Hawaii-grown coffee to include roasted coffee.  Imposes a $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee.  Makes an appropriation for 1.0 FTE enforcement position within the Department of Agriculture.

RELATING TO UNLAWFUL SHIPMENT OF TOBACCO PRODUCTS.

Exempts from the offense of unlawful shipment of tobacco products the shipments of large cigars and pipe tobacco sold to a consumer in the State through the Internet under certain circumstances.

      Status & Testimony

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report.  Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.

Prohibits certain entities from distributing unsolicited mail that is reasonably likely to cause the recipient to believe that a governmental agency has approved of the distribution.

Prohibits commercial website operators from publishing mugshots.  Establishes exemptions.

SB 2664

      Status & Testimony

RELATING TO EARNED WAGE ACCESS.

Amends the law governing interest and usury by defining "debt" to include any amount that a consumer agrees to pay under certain conditions; requiring "annual percentage rates" to be calculated pursuant to the Truth in Lending Act and requiring certain charges, amounts, and fees to be deemed as "finance charges" in its calculation; clarifying the types of expected sources of funds to be included in the term "credit"; and repealing the stand-alone definition of "finance charge".
