RELATING TO INSURANCE. Requires the Insurance Commissioner to establish a program to investigate complaints, respond to inquiries, and bring enforcement actions against insurers. Requires the Insurance Commissioner to provide to an insurer a description of any complaint against the insurer that the Commissioner has received and has deemed to be justified. Authorizes the Insurance Commissioner to receive complaints and inquiries, investigate complaints, prosecute insurers, and respond to complaints and inquiries by members of the public concerning the handling of insurance claims and alleged misconduct by insurers. Requires the Insurance Commissioner to notify a complainant of the receipt of the complaint within ten working days of receipt, notify the complainant of the final action taken on that complaint within thirty days of the final action, and include a complaint handling evaluation form that clearly and concisely seeks an evaluation of the Insurance Division's performance in handling the complainant's grievance. Requires the Insurance Commissioner to disseminate certain information and provide certain notices, and make letter and legal opinions public. Defines extraordinary circumstances. Requires the Department of Commerce and Consumer Protection to post certain information on its website. Establishes a working group to identify, assess, and recommend certain risk transfer market mechanisms.

RELATING TO TRAVEL INSURANCE. Establishes a framework to regulate the sale of travel insurance in the State.

RELATING TO APPRAISAL MANAGEMENT COMPANIES. Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs. Clarifies that chapter 466L, Hawaii Revised Statutes, is repealed. Applies registration requirements retroactively to 6/30/2023. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO THE LANDLORD-TENANT CODE. Establishes an alternative process for the termination of the rental agreement that involves mediation. Requires the Governor to notify the Chief Justice, Legislature, and Revisor of Statutes when the final wildfire proclamation will expire. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Appropriates funds.

RELATING TO EVICTION MEDIATION. Beginning 11/1/2024, extends the period for a notice of termination of a rental agreement; requires landlords to engage in mediation and delay filing an action for summary possession if a tenant schedules or attempts to schedule mediation; and requires landlords to provide specific information in the 10‑calendar-day notice to tenants. Repeals 11/1/2026. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO PUBLIC MONEYS. Requires that a portion of state moneys be deposited in a state‑owned bank. Takes effect after a state-owned bank is established.
