RELATING TO EMERGENCY MANAGEMENT.

Authorizes the Governor to suspend the mortgage foreclosure provisions of chapter 667, HRS, for properties having substantial damage resulting from a Governor‑declared state of emergency.

RELATING TO APPRAISAL MANAGEMENT COMPANIES.

Reestablishes the Appraisal Management Company Registration Program within the Department of Commerce and Consumer Affairs to conform with the minimum standards of the Appraisal Management Companies Final Rule and federal Dodd-Frank Wall Street Reform and Consumer Protection Act.  Reestablishes registration requirements, standards, and penalties for violations.  Makes an appropriation from the Compliance Resolution Fund.

      Status & Testimony

RELATING TO RENT CONTROL.

Prohibits a landlord from renting or leasing, or offering to rent or lease, a dwelling unit at a rate that exceeds the rate for which that dwelling unit was rented or leased or offered for rent or lease on the measure's effective date.  Applies to any county having a population greater than 120,000 but less than 180,000.  Sunsets 12/31/2025.
