RELATING TO LAND COURT. Authorizes the use of a master certificate of title for common interest communities to simplify and streamline the operation of the land court.

RELATING TO VEGETATION MANAGEMENT NEAR UTILITY LINES. Requires the Department of Land and Natural Resources to create and annually update a wildfire hazard map. Requires private and public property owners to trim grasses within certain proximities of public rights of way and utility lines. Authorizes electric utility companies to enter private or public property to trim or remove hazardous vegetation. Protects electric utility companies from liability for certain damages to other vegetation and property caused during the removal of hazardous vegetation. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

RELATING TO DAM AND RESERVOIR SAFETY. Requires the Department of Land and Natural Resources (DLNR) to: (1) consider certain insurance coverage in conducting safety inspections relating to dam and reservoir safety; (2) to relax any restrictions and stringent standards on a dam or appurtenance upon verification of certain insurance coverage; and (3) assume that a dam, reservoir, or appurtenance is safe absent certain documents. Places the burden of proof on DLNR to find that a dam, reservoir, or appurtenance is high risk. Establishes additional requirements for DLNR and Board of Land and Natural Resources regarding the Dam and Appurtenance Improvement or Removal Grant Program.
