RELATING TO TRANSPORTATION. Changes the penalties for violations of certain traffic laws and required motor vehicle insurance minimums. Requires the insurance commissioner to solicit rate filings from motor vehicle insurers. Takes effect 1/1/2025. (SD1)

RELATING TO MENTAL HEALTH. Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Declares that the general fund expenditure ceiling has been exceeded. Makes an appropriation. Parts II, III, IV, and V takes effect on 7/1/2026. (SD1)

RELATING TO MEDICAL CANNABIS. Amends the circumstances under which medical cannabis may be transported by and between dispensaries. Requires the Department of Health to adopt rules. Takes effect 12/31/2050. (SD1)

RELATING TO THE NURSE LICENSURE COMPACT. Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multi-state licensure privilege in each party state, effective 1/1/2026. Beginning 1/1/2026, allows the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State. (SD1)

RELATING TO INTOXICATING LIQUOR. Prohibits any person convicted of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant from purchasing or publicly consuming alcohol for a certain period. Takes effect 1/1/2050. (SD1)

RELATING TO UNFAIR LABOR PRACTICES. Makes it unlawful for an employer to discharge, discipline, or otherwise penalize or threaten any adverse employment action against an employee because the employee declines to attend or participate in an employer-sponsored meeting that communicates the opinion of the employer about political matters, or declines to receive or listen to a communication from the employer that communicates the opinion of the employer about political matters. RELATING TO PUBLIC HEALTH STANDING ORDERS. Authorizes the Director of Health to issue public health standing orders for patients to self-refer to certain health care screening services. Takes effect 12/31/2050. (SD1)
