RELATING TO BUILDING CODES.

Clarifies that no state or county building code shall prohibit the use of a substitute refrigerant allowed by the Environmental Protection Agency if the applicable equipment is listed and installed in compliance with the latest safety standards.  Requires the State Building Code Council, when it adopts, amends, or updates the Hawaii State Building Codes, to establish codes and standards that are consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons.  Effective 7/1/3000.  (HD1)

RELATING TO DENTAL HYGIENISTS.

Authorizes licensed dental hygienists to perform preventative dental sealant screenings and apply dental sealants on individuals, under certain conditions, in a Department of Education school-based oral health program.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY.

Requires an attestation or declaration regarding project labor standards including adherence to state-approved apprenticeship programs and prevailing wage requirements, for covered projects.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's energy efficiency portfolio standards from 2030 to 2045.  Authorizes the Public Utilities Commission to establish interim goals, and clarifies procedures.  Effective 7/1/3000.  (HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Authorizes the Department of Transportation to weigh any ocean transport container offloaded at any harbor in the State and fine any company that offloads an ocean transport container having an excessive gross weight.  Effective 7/1/3000.  (HD1)

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage no less than an unspecified percentage of the highest minimum similar coverage required by a United States international airport per person per incident.  Effective 7/1/3000.  (HD1)

RELATING TO NOISE POLLUTION.

Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high density population areas.  Establishes separate fines for violations of motor scooter and motor vehicle muffler regulations.  Defines "high density population areas".  Effective 7/1/3000.  (HD1)

RELATING TO ELECTIONS.

Prohibits a person from distributing, or entering into an agreement with another person to distribute, materially deceptive media, subject to certain exceptions.  Establishes criminal penalties for distributing materially deceptive media.  Establishes remedies for parties injured by the distribution of materially deceptive media.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
