RELATING TO CONDOMINIUMS.

Requires the Legislative Reference Bureau to conduct a study on how certain other states approach the following subjects as they relate to condominiums:  ombudsman programs, licensing for management, alternative dispute resolution, governmental regulation, owner education, and owner access to documents.  Makes an appropriation.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE STABILIZATION OF PROPERTY INSURANCE.

Amends the laws relating to the Hawaii Hurricane Relief Fund and Hawaii Property Insurance Association.  Expands the Hawaii Property Insurance Association's authority to include the issuance of property insurance other than fire insurance for certain real properties organized as a condominium.  Reinstates the special mortgage recording fee.  Explicitly authorizes the Hawaii Property Insurance Association to issue property insurance policies to certain condominiums outside of area designated for coverage by the Hawaii Property Insurance Association.  Mandates that the Hawaii Property Insurance Association member insurers recoup assessment costs.  Amends specific coverage limits, fund capitalization amounts, and assessment percentages by deleting specified dollar amounts percentages and authorizes the Hawaii Hurricane Relief Fund and the Hawaii Property Insurance Association boards to recommend appropriate amounts and percentages to the Insurance Commissioner.  Takes effect 7/1/2040.  (SD1)

Clarifies that centralized computer information management and processing services shall be provided through the Chief Information Officer.  Specifies that the Chief Information Officer shall be appointed by, and shall report to, the Comptroller.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility.  Effective 7/1/3000.  (HD1)

RELATING TO GEOTHERMAL ENERGY EXPLORATION.

Requires and appropriates funds for the Hawaii State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a geothermal resources characterization program under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii.  Effective 7/1/3000.  (HD1)

RELATING TO THE OAHU REGIONAL HEALTH CARE SYSTEM, HAWAII HEALTH SYSTEMS CORPORATION.

Temporarily authorizes the Oahu regional health care system to oversee the operations and management agreement of the proposed state veterans home on Maui.  Establishes a timeline and process for the permanent oversight of the operations and management agreement of the proposed veterans home on Maui to be reassigned to the Maui regional health care system.  Effective 7/1/3000.  (HD1)

RELATING TO ACT 212, SESSION LAWS OF HAWAII 2021.

Extends the transfer of the Oahu Regional Health Care System (Oahu Region) from the Hawaii Health Systems Corporation to the Department of Health to 12/31/2026.  Requires the working group established by Act 212, SLH 2021, to submit a report to the Legislature on updates to the operating and budget plan and pro forma capital improvements plan and a breakdown of costs related to the transfer.  Requires the Oahu Region to enter into an agreement with the Department of Health regarding the Oahu Region taking care of low acuity patients in the Department's custody by the end of 2024.  Requires the Oahu Region to report to the Legislature.  Effective 7/1/3000.  (HD1)

RELATING TO HEALTH CARE.

Beginning 1/1/2026, requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services.  Applies this coverage to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund.  Requires the Insurance Division of the Department of Commerce and Consumer Affairs to submit a report to the Legislature.  Establishes a Reproductive Health Care Working Group.  Effective 7/1/3000.  (HD1)

RELATING TO THE STATE HEALTH PLANNING AND DEVELOPMENT AGENCY.

Amends the functions and duties of the State Health Planning and Development Agency.  Clarifies the definition of "health care".  Establishes a task force known as the Hui Hoomana.  Establishes positions.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO MEDICAL CARE FOR MINORS.

Authorizes minors who are fourteen years of age or older to consent to medical care and services for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections.  Requires confidentiality policies and practices for insurers and health care providers.  Effective 7/1/3000.  (HD1)

Status

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to designate certain species as pests, and periodically update taxa designated as pests, for control or eradication and develop and implement a control or eradication program for each designated pest but, if the Department fails to do so, authorizes the applicable county to develop or implement the program.  Establishes a plant nursery licensing program to regulate the sale of nursery stock.  Prohibits the import of any material infested or infected with a pest or that is a pest unless imported under an appropriate permit or compliance agreement and amends the Department of Agriculture's authority to impose other limits on imports and transportation.  Amends the method by which the Board of Agriculture makes and updates noxious weed designations and clarifies responsibilities for the control or eradication of noxious weeds.  Effective 4/14/2112.  (HD1)
