RELATING TO PROCUREMENT PREFERENCES AND RECIPROCITY.

Establishes accounting services procurement preferences for certain Hawaii accounting service businesses.  Clarifies that the existing reciprocity procurement preference includes offerors under sections 103D-302 and 103D-303, Hawaii Revised Statutes.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Establishes system resilience as a metric to be monitored and considered by the Public Utilities Commission.  Authorizes the use of amounts collected through the Hawaii electricity reliability surcharge by the Commission to perform certain duties.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Requires the Department of Land and Natural Resources to work with utility companies and other renewable energy developers on leasing processes to expedite the development of renewable energy.  Effective 7/1/3000.  (HD1)

RELATING TO PLANT CARE COMPONENTS.

Requires the Department of Agriculture to certify treatments performed on wood chips, compost, and filter socks.  Places certain restrictions on the distribution or transportation of plant care components without prior treatment certification from the Department.  (SD2)

RELATING TO VALUE-ADDED PRODUCTS.

Establishes a food and product innovation network within the Agribusiness Development Corporation.  Appropriates funds for food and product innovation facilities on the islands of Molokai, Oahu, Hawaii, Kauai, and Maui and staff.  Effective 7/1/2050.  (HD1)

Status

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Authority and Cannabis and Hemp Control Board within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant.  Establishes the Cannabis and Hemp Control Implementation Advisory Committee.  Beginning January 1, 2026, legalizes the personal adult use of cannabis.  Establishes taxes for adult-use cannabis and medical use cannabis sales.  Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Authority.  Appropriates funds.  Effective 12/31/2050.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
