RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's energy-efficiency portfolio standards from 2030 to 2045 and updates the standards.  Authorizes the public utilities commission to adjust the 2045 and interim standards.  Effective 7/1/3000.  (HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions.  Effective 7/1/3000.  (HD1)

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests.  Establishes civil penalties.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Expands the definition of "renewable energy producer" that is used to determine the Board of Land and Natural Resources' disposition of public lands to renewable energy producers.  Effective 7/1/3000.  (HD1)

RELATING TO RENEWABLE ENERGY.

Requires the PUC to explicitly consider the effect of the State's reliance on fossil fuels on lifecycle greenhouse gas emissions and gives the PUC the discretion to require a lifecycle greenhouse gas emissions assessment for energy projects that do not involve the combustion of fuel.

RELATING TO HEALTH.

Allows pharmacists, during declared states of emergency and for prescriptions of up to a thirty-day supply, to refill prescriptions of controlled substances if the practitioner is unavailable or cannot be contacted to authorize the refill and if, in the pharmacist's professional judgment, failure to refill the prescription might interrupt the patient's ongoing care and have a significant adverse effect on the patient's well-being.  Effective 7/1/3000.  (HD1)

RELATING TO DENTAL HYGIENISTS.

Authorizes dental hygienists who are under the general supervision of a licensed dentist to perform preventive dental sealant screenings and apply dental sealants on certain individuals in a school-based oral health program.  Effective 7/1/3000.  (HD1)

RELATING TO MENTAL HEALTH.

Beginning 7/1/2024, and occurring every ten years thereafter, requires the Department of the Attorney General to convene an Advisory Committee on Mental Health Code Review.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Increases fines for violations of certain traffic laws and required motor vehicle insurance minimums.  Establishes minimum and maximum sentences for persons convicted of violations of certain traffic laws.  Amends the minimum liability coverage thresholds to unspecified amounts.  Effective 7/1/3000.  (HD1)

RELATING TO MOPED INSURANCE.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
