RELATING TO PROCUREMENT FOR THE UNIVERSITY OF HAWAII. Removes the repeal and reenactment in Act 8, Special Session Laws of Hawaii 2021, to maintain the authority of the President of the University of Hawaii to act as the University of Hawaiiꞌs chief procurement officer. Effective 7/1/3000. (HD1)

RELATING TO ELECTRIC VEHICLE BATTERIES. Establishes a working group within the Hawaii State Energy Office to make recommendations for the reuse and recycling of electric vehicle batteries. Effective 7/1/3000. (HD1)

RELATING TO RENEWABLE ENERGY. Requires government entities in the State that issue building permits to implement, by 1/1/2025, SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time. Requires government entities in the State that issue building permits in areas served by an investor-owned electric utility to adopt a self-certification process for solar distributed energy resource systems that are not SolarAPP+ compatible. RELATING TO AIR POLLUTION. Requires the owner or operator of each waste combustion facility or municipal solid waste landfill to develop a plan to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Requires a publicly available website hosted by the Department of Health to track and display data collected on emissions. Requires the Department of Health to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the legislature. Appropriates funds. Effective 7/1/3000. (HD1)

Requires the Department of Agriculture to establish and implement a pesticide inspection program to increase compliance with the proper use of restricted use pesticides by agricultural producers, ensure the continued prohibition on the use of chlorpyrifos, and inform the public of the most recent pesticide inspection results for agricultural producers. RELATING TO AGRICULTURE. Facilitates the control and eradication of invasive species and pests. Establishes a plant nursery licensing program. Requires the Board of Agriculture to designate certain species as pests for control or eradication. Imposes certain limits on imports and transportation. RELATING TO THE LABELING OF PRODUCTS. Merges the Made in Hawaii with Aloha branding program with the Hawaii Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaii Made" or "made in Hawaii" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. RELATING TO AGRICULTURE. Expands the criminal offense of false labeling of Hawaii-grown coffee to include roasted coffee. Imposes a $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee. Makes an appropriation for 1.0 FTE enforcement position within the Department of Agriculture. RELATING TO MENTAL HEALTH. Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Requires psychologist license applicants to possess a doctoral degree and complete certain supervised experience requirements before sitting for the licensing examination. Authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances. Appropriates funds. Parts II, III, IV, and V effective 7/1/2026. RELATING TO INSURANCE. For policies, contracts, plans, and agreements issued or renewed after 12/31/2024, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility. RELATING TO HEALTH. Relaxes the requirements for prescribing certain controlled substances as part of gender-affirming health care services. Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services. Clarifies jurisdiction under the Uniform Child-Custody Jurisdiction and Enforcement Act for cases involving children who obtain gender-affirming health care services. Effective 7/1/3000. (HD1)

RELATING TO THE NURSE LICENSURE COMPACT. Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state, effective 1/1/2026. Beginning 1/1/2026, allows the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State. Effective 7/1/3000. (HD1)

RELATING TO PAID FAMILY LEAVE. By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. RELATING TO THE HAWAII BROADBAND AND DIGITAL EQUITY OFFICE. Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Effective 7/1/3000. (HD1)

RELATING TO APPRAISAL MANAGEMENT COMPANIES. Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs, to begin September 30, 2024. Appropriates funds from the compliance resolution fund for the program. Effective 7/1/3000. (HD1)

RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT. Clarifies that the Board of Land and Natural Resources shall not unilaterally amend the terms and conditions of any lease of public lands being extended pursuant to Act 149, Session Laws of Hawaii 2018, except as otherwise provided therein; and if the Board of Land and Natural Resources wishes to amend the terms and conditions of any lease of public lands being extended to reflect the Board's most current lease form and leasing practices and policies, such lease form and leasing practices and policies must be included in the rules of the Board. Defines "lease of public lands". Repeals 6/30/2028. Effective 7/1/3000. (HD1)

RELATING TO EVICTION MEDIATION. Beginning 11/1/2024, extends the period for a notice of termination of a rental agreement. Requires tenants and landlords to engage in mediation. Delays filing an action for summary possession if a tenant schedules or attempts to schedule mediation. Requires landlords to provide specific information in the 10‑calendar-day notice to tenants. Appropriates funds. Repeals 11/1/2026. Effective 7/1/3000. (HD1)

RELATING TO CONDOMINIUMS. Removes from the standard condominium proxy form the option of giving a proxy vote to the board of directors of a condominium association as a whole or to directors present at the meeting. Requires a disclosure statement on the standard condominium proxy form informing unit owners that an association may direct elections by electronic, machine, or mail voting.
