Status

RELATING TO CIVIL AIR PATROL.

Appropriates funds for civilian auxiliary aviation services performed by the civil air patrol.

HB 1812

Status

RELATING TO CORRECTIONS.

Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions.  Prohibits the use of solitary confinement and requires the use of appropriate alternatives for committed persons who are members of a vulnerable population.  Requires the Department of Corrections and Rehabilitation to develop written policies and procedures regarding solitary confinement by 7/1/2025.  Requires the Department to develop policies and procedures to review committed persons placed in solitary confinement and develop a plan for committed persons currently in solitary confinement by 4/1/2025.  Requires a report to the Legislature.  Effective 7/1/2025.

HB 2483

Status

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Authorizes the Department of Corrections and Rehabilitation to search criminal histories and fingerprint records of current and prospective volunteers and purchase of service contracted and subcontracted service providers and their employees who are directly involved in providing correctional programs, treatment, and services to persons committed to a correctional facility or places them in close proximity to persons committed when providing services on behalf of the Department or the correctional facility.

HB 2725

Status

RELATING TO CORRECTIONAL FACILITIES AUTHORITY.

Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects.  Requires the Department of Land and Natural Resources to transfer state lands in Kailua-Kona to the Correction Facilities Authority for public corrections development.  Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
