Status

RELATING TO RAW MILK.

Authorizes and decriminalizes the sale of raw milk, raw milk products, and raw milk dairy products directly from producers to consumers, for human consumption, subject to certain restrictions.  Authorizes the sale of raw goat milk for pet consumption.  Establishes labeling requirements.  Requires the Board of Agriculture and Department of Health to adopt rules no later than 7/1/2025.

Status

RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025.  Appropriates funds.

RELATING TO INVASIVE SPECIES.

Establishes an invasive species grant pilot program to provide grants through DOA to individuals, businesses, and organizations for the eradication of invasive species on property located in Hawaii that is owned by the individual, business, or organization.

Requires the Department of Agriculture to establish and implement an invasive species inspection placard program to enhance the control, removal, and eradication of invasive species on the premises of an agricultural producer and inform the public of the most recent invasive species inspection results for agricultural producers.

RELATING TO FERAL ANIMALS.

Appropriates funds to the city and county of Honolulu for the expansion of the feral chicken project and the Vector Control Branch of the Department of Health for a statewide education campaign for the feeding of feral animals.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
