RELATING TO RESTORATIVE AQUACULTURE.

Requires the Department of Agriculture's Aquaculture Development Program to conduct a feasibility study to identify potential sites in the State for restorative aquaculture activities.  Makes an appropriation.

Status

RELATING TO SCHOOL MEALS.

Authorizes the Department of Education to establish a recognition program to incentivize schools to submit to the Department a plan for the school to reach the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030.  Requires public high schools under the Department of Education to provide plant-based meals as an option under the school meals program.

Status

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to establish and implement a pesticide inspection program to increase compliance with the proper use of restricted use pesticides by agricultural producers, ensure the continued prohibition on the use of chlorpyrifos, and inform the public of the most recent pesticide inspection results for agricultural producers.

RELATING TO AGRICULTURAL EDUCATION.

Appropriates funds to the University of Hawaii for the College of Tropical Agriculture and Human Resources to establish an agriculture education coordinator position.

RELATING TO ORNAMENTAL GINGER.

Appropriates funds for statewide research into ornamental ginger pathogens, prevention of the spread of ornamental ginger pathogens, production and distribution of pathogen-free ornamental ginger plants, and outreach to ornamental producers.

Status

RELATING TO VALUE-ADDED PRODUCTION.

Establishes the Access to Local Value-Added Products Act to allow homemade food operations to sell homemade food products, under certain conditions, upon registering with and receiving a permit from the Department of Health.

Status

RELATING TO AGRICULTURAL TOURISM.

Makes state agricultural tourism requirements applicable to all counties, instead of only counties that have adopted an agricultural tourism ordinance.  Requires Land Use Commission to adopt rules that establish requirements applicable to all farms implementing agricultural tourism.

HB 2613

Status

RELATING TO AGRICULTURE.

Expands the criminal offense of false labeling of Hawaii-grown coffee to include roasted coffee.  Imposes a $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee.  Makes an appropriation for 1.0 FTE enforcement position within the Department of Agriculture.

Status

RELATING TO AQUACULTURE.

Requires the Department of Agriculture to conduct a feasibility study to identify potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion.  Requires a report to the Legislature prior to the Regular Session of 2025.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

HB 2758

Status

RELATING TO AGRICULTURE.

Facilitates the control and eradication of invasive species and pests.  Establishes a plant nursery licensing program.  Requires the Department of Agriculture to designate certain species as pests for control or eradication.  Imposes certain limits on imports and transportation.  Updates the method by which the Department's noxious weed list is updated.

HB 2737

Status 

 

RELATING TO AGRICULTURE.

Amends the authorized activities and uses in agricultural districts to prohibit roadside stands from displaying and selling value-added products and establish a minimum percentage of agricultural products that must be produced on the property in order to be offered for sale at certain retail agricultural-based commercial operations.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
