RELATING TO AGRICULTURAL WORKFORCE HOUSING. Requires the Department of Agriculture to establish an Agricultural Workforce Housing Working Group to address the shortage and challenges of agricultural workforce housing in the State. Requires a report to the Legislature.

RELATING TO HEMP. Repeals the requirement for additional rules by the Department of Agriculture to address nuisance issues, including smell, noise, and excessive lighting arising out of the activities of hemp growers. Clarifies that the Department of Agriculture will not require testing or sampling of hemp that duplicates testing and sampling required by the United States Department of Agriculture, but retain the authority to enforce other applicable state laws, such as Hawaii Pesticides Law.

RELATING TO RENEWABLE ENERGY. Amends section 269-6, Hawaii Revised Statutes, to clarify that the Public Utilities Commission shall consider the effect of the State's reliance on fossil fuels on generation-based greenhouse gas emissions and may require a greenhouse gas emissions analysis for energy projects that do not result in generation-based greenhouse gas emissions.

RELATING TO PESTICIDES. Requires the Department of Agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.

RELATING TO PESTICIDES. Requires monthly rather than annual reporting of restricted use pesticides. Amends the contents of reports to include specific geospatial data and information, site information, and increased detail on the amount of restricted use pesticides used. Requires the Department of Agriculture to develop an online reporting tool for restricted use pesticides.

RELATING TO PLANT CARE COMPONENTS. Requires the Department of Agriculture to certify treatments performed on soil, dirt, wood chips, compost, and filter socks. Authorizes the Department to establish fees. Places certain restrictions on the distribution or transportation of plant care components without prior treatment certification from the Department.

RELATING TO TAXATION. Creates an income tax credit for transportation costs incurred by certain taxpayers who ship produce and agricultural goods between counties.

RELATING TO TAXATION. For taxable years beginning after 12/31/2023, creates an income tax credit for qualified expenses of eligible farmers, ranchers, and fishers.

RELATING TO WATER INFRASTRUCTURE. Directs the Department of Agriculture, in collaboration with the Agribusiness Development Corporation and the counties, to conduct a water infrastructure study for the State of Hawaii. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
