      Status & Testimony

RELATING TO CESSPOOL CONVERSIONS.

Establishes and appropriates funds for two full-time positions to implement the Cesspool Compliance Pilot Grant Project established by Act 153, SLH 2022, and makes an appropriation for the project for FY 2024-2025.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO AGRICULTURE.

Requires the Board of Agriculture to submit a report on the percentage of agricultural lands that are suitable for farming and actively farmed and certain dollar amounts relating to lease transfers between lessees.

Appropriates funds for capital improvement projects per the agricultural infrastructure of the State, a food and product innovation network, and outstanding debt on the Waiahole water system.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO NEONICOTINOIDS.

Classifies neonicotinoid pesticides as restricted use pesticides and establishes a list of chemicals that belong to the neonicotinoid class of chemicals.

RELATING TO AGRICULTURE.

Establishes a food manufacturer tax credit.  Defines "qualified taxpayer" as a manufacturer that produces value-added processed, agricultural, or food products.  Applies to taxable years beginning after 12/31/2024.

RELATING TO TAXATION.

Exempts the gross proceeds received by a farmer for the sale of produce from the general excise tax.

RELATING TO PESTICIDES.

Replaces representatives from the sugar and pineapple industries with representatives of the coffee and diversified agriculture industries.

RELATED TO AGRICULTURE.

Appropriates funds for the Department of Agriculture to hire two FTE positions to collect, manipulate, and graph data and to build an agricultural data dashboard for public consumption and a one year study on agricultural markets for Hawaii farmers.  Requires a report to the Legislature.  Declares that the general fund expenditure ceiling is exceeded.

      Status & Testimony

RELATING TO LEAF BLOWERS.

Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers.  Increases the amounts of fines for offenses against leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers on a third violation.  Removes the exemption on leaf blower restrictions for government agencies.

Imposes a penalty for knowingly selling invasive plants or plants containing invasive species.

RELATING TO AGRICULTURE.

Establishes a Local Agriculture Transportation Cost Reimbursement Program to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain supplies under certain circumstances.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

RELATING TO RENEWABLE FUEL.

Includes oilseed cover crops into the Cover Crop Reimbursement Pilot Program established by Act 312, SLH 2022.

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to assess the steps necessary for the State to supplement federal authority to perform meat inspections within the State.  Requires the Department of Agriculture to assess the steps necessary to transfer full authority over meat inspections from federal authority to the State.  Appropriates funds for three full-time equivalent inspector positions within the Department of Agriculture to perform meat inspections.

      Status & Testimony

RELATING TO AGRICULTURE.

Allows the Department of Agriculture to declare a biosecurity emergency in certain circumstances and with the approval of the Governor.  Outlines the terms of a declared biosecurity emergency.  Requires the Department to implement certain requirements for agricultural commodity importers.  Allows the Department to fine agricultural commodity importers who fail to comply with the requirements.  Allows the Department to subpoena necessary documentation from agricultural commodity importers relating to a known or suspected infestation of pests.  Allows the Department to quarantine any farm, facility, or business that is known to be infested with pests. (SD1)
