Your Committee on Finance, to which was referred S.B. No. 3094, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PEER SUPPORT SPECIALISTS,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish a working group within the Office of Wellness and Resilience to create a statewide framework for peer support specialists, identify a trauma-informed model of supervision of peer support specialists, provide an inventory of current use of peer support specialists, and develop a sustainability plan to establish peer support as a Medicaid billable service; and

(2) Appropriate funds for the working group and hiring of an administrative facilitator to support the working group.

Your Committee received testimony in support of this measure from the Judiciary; Office of Wellness and Resilience; Department of Human Services; State Council on Developmental Disabilities; State Council on Mental Health; Hawaii Substance Abuse Coalition; Hawaiʻi Youth Services Network; EPIC ʻOhana, Inc.; Commit to Keiki; Hawaiʻi Children's Action Network Speaks!; Opportunity Youth Action Hawaiʻi; Hawaii Clubhouse Advocacy Coalition; and seven individuals. Your Committee received comments on this measure from the Department of Corrections and Rehabilitation and Department of Health.

Your Committee has amended this measure by changing its effective date to July 1, 3000, to encourage further discussion.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3094, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3094, S.D. 2, H.D. 2.
