     Your Committee on Finance, to which was referred H.B. No. 540, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Education and public charter schools to provide free breakfast and lunch to all enrolled students beginning with the 2023-2024 school year.

 

     Your Committee received testimony in support of this measure from the State Council on Developmental Disabilities, Hawaii State Teachers Association, Democratic Party of Hawaii Education Caucus, Hawaii Children's Action Network Speaks!, Hawaii Food+ Policy, Malama Kauai, Obesity Prevention Task Force of the Hawaii Public Health Institute, Kohana Family Farms, AlohaCare, Hawaii Alliance for Progressive Action, Hawaii Hunger Action Network, Hawaii Foodbank, Good Food Movement, and sixteen individuals.  Your Committee received comments on this measure from the Department of Education, Department of the Attorney General, State Public Charter School Commission, and Hawaii Appleseed Center for Law & Economic Justice.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 540, H.D. 1, and recommends that it pass Third Reading.
