"A BILL FOR AN ACT RELATING TO THE EAST KAUAI IRRIGATION SYSTEM,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds and establish positions for the Agribusiness Development Corporation to maintain and improve the East Kauai Irrigation System.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; County of Kauaʻi Office of the Mayor; County of Kauaʻi Office of Economic Development; Larry Jefts Farms, LLC; Local Food Coalition; Kauaʻi Chamber of Commerce; Kalepa Koalition; East Kauai Water Users' Cooperative; Saiva Siddhanta Church; Hawaiʻi Farm Bureau; Hawaii Cattlemen's Council, Inc.; Ulupono Initiative; Hawaii High School Bass Fishing Club; and three individuals. Your Committee received comments on this measure from the Department of Hawaiian Home Lands and Agribusiness Development Corporation.

Your Committee has amended this measure by changing the number of positions to an unspecified number.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2263, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2263, H.D. 2.
