     Your Committee on Finance, to which was referred H.B. No. 2217, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to research and make recommendations on the most appropriate services for individuals twenty-six years of age or younger with autism spectrum disorder or fetal alcohol spectrum disorder and how services may be covered under amendments to the Medicaid State Plan or Medicaid 1925(c) waiver.

 

     Your Committee received testimony in support of this measure from the Department of Education; State Council on Developmental Disabilities; Hawaii Substance Abuse Coalition; Hawaii Disability Rights Center; Hawaii Fetal Alcohol Spectrum Disorders Action Group; Hawaiʻi Association for Behavior Analysis; Mau Loa Learning LLC; and six individuals.  Your Committee received comments on this measure from the Department of Human Services; Department of Health; and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2217, H.D. 1, and recommends that it pass Third Reading.
