"A BILL FOR AN ACT RELATING TO MENTAL HEALTH,"

The purpose of this measure is to appropriate funds for the Child and Adolescent Mental Health Division of the Department of Health to contract for the provision of youth mental health and wellness services to address the mental health and wellness needs of youth in the State.

Your Committee received testimony in support of this measure from the Office of the Public Defender; Disability and Communication Access Board; YMCA of Honolulu; Hawaii Substance Abuse Coalition; Hawaiʻi Youth Services Network; Mental Health America of Hawaiʻi; Catholic Charities Hawaiʻi; Opportunity Youth Action Hawaiʻi; and two individuals. Your Committee received comments on this measure from the Department of Health; Office of Hawaiian Affairs; and Office of Youth Services.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2042, H.D. 1, and recommends that it pass Third Reading.
