     Your Committee on Finance, to which was referred H.B. No. 1775, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require and appropriate funds for the Department of Education to provide free breakfast and lunch to all students enrolled in a Department school, beginning with the 2024-2025 school year.

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; two members of the Hawaiʻi County Council; IATSE Local 665; Catholic Charities Hawaiʻi; Ka Ohana O Na Pua; Hawaiʻi Cigar; Hawaiʻi Children's Action Network Speaks!; Hawaiʻi Primary Care Association; Malama Kauaʻi; Hawaiʻi Public Health Association; Hawaiʻi State Teachers Association; Democratic Party of Hawaiʻi; Democratic Party of Hawaiʻi Education Caucus; Hawaii Food+ Policy Internship 2024; Green Party of Hawaiʻi; Americans for Democratic Action; Hawaiʻi Hunger Action Network; Healthy Eating + Active Living Coalition; Hawaii Appleseed Center for Law & Economic Justice; American Heart Association; Hawaiʻi Youth Services Network; and numerous individuals.  Your Committee received comments on this measure from the Department of Education and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1775, H.D. 1, and recommends that it pass Third Reading.
