     Your Committee on Finance, to which was referred H.B. No. 1415, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require and appropriate funds for the Public Utilities Commission to administer an electric vehicle charging system loan program to provide loans to applicants who install eligible electric vehicle charging systems.

 

     Your Committee received testimony in support of this measure from the Big Island Electric Vehicle Association, Kauai Women's Caucus, Climate Protectors Hawaii, Ulupono Initiative, 350Hawaii.org, Chamber of Sustainable Commerce, and sixteen individuals.  Your Committee received comments on this measure from the Department of Budget and Finance and Public Utilities Commission.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1415, H.D. 1, and recommends that it pass Third Reading.
