SENATE RESOLUTION

 

 

AMENDING THE RULES OF THE SENATE TO PROHIBIT members and officers of the senate from consuming ALCOHOL within the state capitol.

 

 


     WHEREAS, the Hawaii State Capitol serves as the legislative seat for the State of Hawaii, promoting an environment of professionalism and focused governance; and

 

WHEREAS, the responsible and sober conduct of legislative affairs is essential to uphold the integrity and public trust in the legislative process; and

 

WHEREAS, the use of alcohol within the Hawaii State Capitol may compromise the decorum and efficiency of legislative proceedings; and

 

WHEREAS, section 3-111-11, Hawaii Administrative Rules,  prohibits the use of alcohol within all facilities designated as under the jurisdiction, management, and operation of the Department of Accounting and General Services, emphasizing the importance of maintaining a substance-free environment; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that Rule 80 of the Senate be amended to read as follows:

 

     "Rule 80  Decorum:  [Smoking.] Alcohol consumption and smoking.

 

     No member or other officer shall consume alcohol or smoke anywhere within the capitol.";

 

provided that the Senate Rule material to be repealed is bracketed and stricken and the new Senate Rule material is underscored; provided further that the formatting of the rule may be changed to conform to the formatting of the most recent version of the Rules of the Senate; and

 

     BE IT FURTHER RESOLVED that the amendments made to the Senate Rules by this Resolution shall take effect upon the adoption of this Resolution; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to each member of the Senate.
