SENATE CONCURRENT
RESOLUTION
URGING the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources to use job order contracting for boating and ocean recreation facility maintenance and repair.
WHEREAS, properly maintained boating and ocean recreation facilities are necessary for residents and visitors to safely enjoy Hawaii's waters and beaches; and
WHEREAS, in addition to injuring persons and damaging property, improperly maintained boating and ocean recreation facilities can also damage Hawaii's marine ecosystems and coral reefs; and
WHEREAS, job order contracting is an alternative contracting method that is used to accomplish numerous individual projects under a single master contract awarded to a bidder who agrees to a fixed period and unit price and indefinite quantity contract; and
WHEREAS, job order contracting typically results in projects being delivered on time and on budget; and
WHEREAS, job order contracting would be an appropriate, efficient, and effective contracting method to ensure the proper maintenance and repair of the State's boating and ocean recreation facilities; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources is urged to use job order contracting to streamline the maintenance and repair of all Division of Boating and Ocean Recreation facilities, including dredging and bathroom and pier repairs; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Boating and Ocean Recreation of the Department, Administrator of the State Procurement Office, and Comptroller.
