A BILL FOR AN ACT

 

 

relating to the department of human resources development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the department of human resources development is committed to providing the best quality services to the State's employees and to recruit and retain the best and brightest.  The department's employees are committed to making the State a desired place to work and support the fourteen thousand state employees associated with the department. 

     The legislature further finds that the State is currently facing staffing shortages and that the average length of time to hire a state employee can and should be reduced.  The legislature recognizes that technology-related infrastructure, equipment, employees, and resources are key to helping the department of human resources development address this staffing shortage.  However, the legislature has received reports that the department of human resource development is lacking in these technology-related resources.  For example, eighty per cent of the department's employees are using computers that are over ten years old.  The legislature believes that modernizing the computers and network infrastructure of the department of human resources development will allow it to provide faster responses, improve digital efficiencies, reduce paper usage, and help it better fulfill its mission.

     Accordingly, the purpose of this Act is to appropriate funds to enhance the department of human resources development's technology resources, so that it can better administer the state human resources program, including human resources development and training, and central human resources services such as recruitment, examination, classification, pay administration, and payment of any claims as required under chapter 386, Hawaii Revised Statutes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $            or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the enhancement of technology resources for the department of human resources development, including the establishment of       full-time equivalent (      FTE) positions in the department of human resources development.

     The sums appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $           or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of enhancing the technology resources for the department of human resources development.

     SECTION 4.  The appropriation made for the enhancement of technology resources for the department of human resources development that is authorized by section 3 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 5.  This Act shall take effect on July 1, 2023.
